WageWorks Migration for FSA/HRA—Update

Administrative functions for HealthFlex flexible spending accounts (FSAs) and health reimbursement accounts (HRAs) will move from Ceridian to WageWorks, effective August 18. The vendor change requires a period—August 1 to August 18—during which FSA and HRA claims processing will not occur and participants’ account data and balances will be transferred to WageWorks. This will help assure a smooth transition from Ceridian to WageWorks. Participants should avoid submitting duplicate claims to both Ceridian and WageWorks, as duplicate reimbursement may have tax consequences.

Please note this timeline:

Participant Communications

Participants who currently have an FSA or HRA through HealthFlex will receive this mailing the week of July 7. A follow-up postcard will be mailed the week of July 21.

Participant Communication—Catamaran

Catamaran mailed this letter June 30 to approximately 1,000 participants whose prior authorizations for specific medications will expire January 1, 2015. The letter reminds participants to obtain physician authorization to continue receiving their medications in 2015. Participants who do not submit new authorizations will receive two follow-up letters prior to December 31.

Please note: Prior authorization requirements were waived (“grandfathered”) during the 2014 transition from Express Scripts to Catamaran. The requirements become effective for the 2015 plan year.

PCORI Fee Due July 31—OneExchange

Plan sponsors that adopted OneExchange (formerly Extend Health) for their Medicare-eligible population for the 2013 plan year or prior must pay the comparative effectiveness research fee for the 2013 plan year by July 31, 2014. Also called the “PCORI Fee,” payment helps finance comparative effectiveness research conducted through the Patient-Centered Outcomes Research Institute (PCORI), under the Affordable Care Act. The amount due is $2 per covered life and should be submitted with Internal Revenue Service (IRS) Form 720 “Quarterly Federal Excise Tax Return” (line 133b under Part II: applicable self-insured health plans). Details are provided here and on the General Board’s health care reform web page.

The General Board will pay the PCORI Fee for participants and dependents (covered lives) in the HealthFlex active and Medicare companion plans.
