HealthFlex Summit—Presentations and Handouts
We look forward to seeing many of you at the HealthFlex Summit, Tuesday, October 21 in San Diego.
For stewardship reasons, the General Board will not provide printed copies of presentations at the event. (Handouts will be printed and distributed onsite.) We are providing materials in advance for those who prefer to print or upload their own copies and for those unable to attend.

Annual Election Update and Communications
Please note the dates for this year’s Annual Election (AE):
- Begins Wednesday, November 5 at 12:01 a.m., Eastern time
- Ends Thursday, November 20 at 11:59 p.m., Eastern time
Elections and enrollments made during this period will be effective for the 2015 plan year (January 1-December 31, 2015). During AE, participants have the opportunity to:
- Make flexible spending account (FSA) elections for medical FSA and/or dependent care FSA [active plans, including post-65 participants covered through the Medicare Secondary Payer Small Employer Exception (MSPSEE)];
- Select a plan, if your conference/organization offers more than one plan;
- Add or drop a dependent from HealthFlex plan coverage; and
- Enroll in or terminate HealthFlex coverage.
HealthFlex Enrollment/Change Forms are due on or before November 20. Use this form for participants who wish to add/drop dependents or enroll/terminate with HealthFlex.
Outside of the Annual Election period, changes to elections or enrollments can only be made due to a qualifying life event, including marriage, divorce, birth/adoption, death of a spouse/dependent, or loss of a spouse’s or eligible dependent’s health coverage.
Communications Update
This Annual Election brochure will be mailed to all active plan participants next week.
Participants on disability, pre-65 retirees, and split-coverage families (one family member in OneExchange and another family member in the active or pre-65 plans) will receive this letter.
Actively working participants over age 65 who are in OneExchange but eligible for all other active benefits including FSAs under MSPSEE will receive this letter.
All plan sponsors are encouraged to use the October 2014 Annual Election Toolkit to remind participants about Annual Election, and for information about FSAs—including new “use it or lose it” rule changes for health FSAs (i.e., the medical reimbursement account or MRA). Toolkit materials are available on the General Board extranet (username: extranet; password: gbop!123).
